The Centre has been able to achieve the mega spending on the back of both highways and railways ministry, utilising over 80% of their allocation for the fiscal by Nov itself.
Highway construction dipped in FY22 despite higher utilisation of budgetary allocation. The ambitious 25,000 km target for FY23 gets that much harder to achieve.
Gadkari suggested highway companies to jointly form a NBFC to garner resources for highway construction in the country with support from foreign funds.
Quoting the advantages of the PPP model, Gadkari mentioned that 55 flyovers, and Mumbai-Pune expressway were implemented on PPP basis in 1995.
While transport ministry and NHAI are utilising budgetary funds really fast – in fact faster than other ministries – it is not appearing on the ground.
